The Columbia Group

The Columbia Group, a technical services support company, has a successful history of providing the United States Military and Department of Homeland Security with acquisition, operational logistics, engineering, design, fabrication, test and evaluation, information technology and financial management support services. Based in Washington, DC and Lawton, Oklahoma with regional offices in Florida, Georgia, Ohio and Virginia, The Columbia Group employs over 1,100 professionals, providing client-focused solutions across all armed forces in over 33 locations across the United States.

The Columbia Group has two divisions dedicated to providing engineering services: the cradle to grave engineering services of these two divisions are itemized below with the Engineering Solutions Division in Panama, City, FL primarily focused on supporting expeditionary warfare customers, and the Rosenblatt Ship Design Division in Washington, DC primarily supporting U.S. Navy and U.S. Coast Guard ship design.

The Columbia Group (TCG) holds a prime Indefinite Delivery/Indefinite Quantity (ID/IQ) under the U.S. Navy’s SeaPort Enhanced (SeaPort-e) Multiple Award Contract (MAC). SeaPort-e is for Engineering, Financial, and Program Support under all seven geographic zones. SeaPort-e falls under the U.S. Navy’s Virtual SYSCOM, comprised of Naval Sea Systems Command (NAVSEA), Naval Air Systems Command (NAVAIR), Naval Supply Systems Command (NAVSUP), Space and Naval Warfare Systems Command (SPAWAR) and other U.S. Navy activities. Additionally, the U.S. Marine Corps can place orders under the SeaPort contract.

SEA 05Z PROGRAM MANAGEMENT SUPPORT

CUSTOMER: NAVSEA 05Z

CONTRACT #: N00024-01-D-7016 (Prime)

TCG is providing direct support to the Machinery Systems group, NAVSEA Code 05Z. This critical program provides follow-on logistics support for main and auxiliary propulsion systems for all surface combatants. We provide a broad range of administrative support to the Program Manager, and also perform logistic analysis and review functions in support of new shipbuilding programs. We also provide program and financial management assistance to the Director of the NAVSEA Propulsion Systems Division.

NAVY INACTIVE SHIPS PROGRAM OFFICE

CUSTOMER: PMS 333

CONTRACT #: N00178-04-D-4028, EH04 (Prime)

TCG is currently supporting the Navy Inactive Ships Program Office (PMS 333) with both on and off-site personnel responding to all levels of tasking in the areas of information technology, technical, environmental, engineering and program management. PMS 333 is responsible for the inactivation of conventionally-powered surface ships, the maintenance of inactive ships for retention or pending disposal, the disposal of ships in the inactive ship inventory, the management of inactive ship field activities, ship and material donation and Foreign Military Sales/Ship Transfer to Foreign Navies.

NAVSEA INSTALLATION AND EQUIPMENT

CONTRACT: N00178-04-D-4028, DO EH01 – PRIME

CUSTOMER: SEA 04XI

TCG provides professional and management support services for the NAVSEA Installation and Equipment office (SEA 04XI). Support areas include program management, financial management, database management, and technical and administrative support services. SEA 04XI is responsible for supporting the acquisition, maintenance, operations, and disposal of facilities and facilities related at Naval Shipyards, Naval Surface Warfare Centers, Naval Undersea Warfare Centers, and Government-Owned/Contractor-Operated (GOCO) facilities. This office also performs planning, programming, budgeting, and execution of capital investments. CRC is responsible for providing project management, database management, and financial management assistance to SEA 04XI, as well as systems analysis and organizational development.

SOLUTE, INC.

Established in 2002, SOLUTE is a Service Disabled Veteran Owned Small Business headquartered in San Diego, CA. Our diverse and talented team consists of retired and reserve Naval and Marine Corps Officers with extensive backgrounds in Program Management, C4ISR operations, military communications networks and architectures, military training, Network Centric Warfare, Knowledge Management and military and commercial aviation. SOLUTE leverages extensive military operational experience and keen technical knowledge to provide our clients, and ultimately the warfighter, with the tools needed for success.

SOLUTE’s core competencies are in Program Management, Information Management, Knowledge Management, C4ISR, Systems Engineering, and Process Improvement. Our team has substantial experience supporting the Department of Defense (DoD) directly and with various prime contractors of the US Navy in a variety of projects. Currently, SOLUTE employees average 12 years of military experience and 8 years of Department of Defense contracting experience. All SOLUTE managers have extensive experience managing US Naval Sea Systems Command contracts. Our DoD customers include Tactical Training Group Pacific, NETWARCOM, NAVAIR, and SPAWAR.

SOLUTE Consulting is proud to have been awarded a SeaPort Enhanced Multiple Award Contract. This is a Multiple Award Contract (MAC), Indefinite Delivery Indefinite Quantity (IDIQ) vehicle designed to provide full range engineering, logistics, program management and other professional services to the Naval Sea Systems Command and its associated Naval Surface and Naval Undersea Warfare activities.

(N00178-05-D-4565 NS03) SOLUTE is providing acquisition and programmatic services, in addition to managing integration, production, delivery, and support of the Automated Digital Network System (ADNS) Increment III technology for use with Navy force-wide tactical communications. SOLUTE provides financial planning and budgeting, program management, and technical subject matter expertise for requirements management and development of new submarine and airborne variants of the ADNS platform.

(N00178-05-D-4565 NS02) SOLUTE is providing program management for C4ISR platform integration and installation efforts to deliver Net-centric Warfare capabilities to Aircraft Carriers, Command Ships, Large Deck Amphibious Ships, and Aircraft, including the F-35 Joint Strike Fighter (JSF). The company serves as a single point of contact for all platform-centric C4I issues that arise in day-to-day operations within the Navy. Under this tasking, SOLUTE provides technical record management and configuration management, strategic planning, and Integrated Product Team coordination. The company is also providing subject matter expertise for development of the JSF Autonomic Logistics Information System (ALIS).

(N00178-05-D-4565 NW01) SOLUTE provides Knowledge Management, Business Process Management and Network Centric Warfare SME support to Tactical Training Group Pacific (TTGP) under a recently awarded SEAPORT E contract. Company personnel designed, developed, and teach both the Net-Centric Warfare Commanders Course (NCWCC) and Afloat Knowledge Management Course (AKMC), instructing DoD personnel in modern C4I systems and operational use in a coalition warfare environment. SOLUTE additionally developed the Navy’s NCW and Knowledge Management performance criteria and metrics used to evaluate the effectiveness of Navy Strike Groups as a key indicator of their readiness to deploy. In addition to continuing to improve upon and teach the Afloat Knowledge Managers Course and the Network Centric Warfare Commanders Course, SOLUTE is currently working on multiple command wide projects in several areas related to internal TTGP process and business support services.

Vector, LLC.

Vector LLC, a Defense Industry consulting firm, has a successful history of providing the Department of the Air Force and defense industry corporations with acquisition, operational logistics, engineering, design, fabrication, test and evaluation, information technology and financial management consulting services. Based in Sumter, SC, Vector consultants provide expertise in virtually all aspects of the United States Air Force’s current and emerging programs, while facilitating industry partners to provide the best products to meet those needs. Vector’s independent consultant network amasses centuries of USAF and Air National Guard experience and provides our customers, both government and corporate, with the guidance and ingenuity needed to keep our Air Force and supporting industry strong.

Vector consultants have been directly involved in the acquisition of the Center Pedestal Display for the F-16 (both domestic and foreign variants), the new night vision capable and full color display helmet (HMIT) for USAF fighter pilots, operationalizing Enterprise Information Management and applicable systems, and many other major programs currently in progress.

MIC also provides small contract services to the USAF. The current BPA holder for Shaw AFB’s 20 Fighter Wing Fitness Center, we provide fitness and aerobics professionals to ensure airmen are “fit to fight” and have achieved recognition as conducting the best program in the USAF while ensuring that the 20 FW has the highest fitness scores per capita than any other USAF organization.

Headquartered in San Diego, California, Enformatica is a 100% Woman Owned Small Business (WOSB) that supports DoD organizations cost effectively design, develop and securing complex Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance and Reconnaissance (C5ISR) and information systems connecting to the Global Information Grid (GIG).
