Program Analyst – Philadelphia, PA

Position Description

Tactical Edge, Inc. is actively seeking an experienced Program Analyst to join our team in providing Task Order management to NAVSUP Weapon Systems Support. The Program Analyst is responsible for performing day-to-day management of assigned Task Order (TO) projects involving engineers, scientists, and management professionals; analyzing, designing, integrating, training, testing, documenting, implementing, and maintaining large complex systems; and organizing, directing, and coordinating planning and production of all activities associated with assigned TO projects.

Duties and Responsibilities

  • Provide support to administer contractor work force and inform the contract officer’s representative (COR) on a regular recurring basis on all matters involving contractor employees including scheduling, employee onboarding punch sheets, coordinating and tracking GFE IT resources in the contractors possession, tracking system access requests, reviewing personnel rosters, tracking contractor employee turnover, informing trusted agent (TA) of necessary updates.
  • Assist the COR with government and foreign liaison office customer operations by providing billing assistance including reviewing phone bills for accuracy and coordinating with customer & provider, reviewing shipping statements, assisting with the dissemination of customer billing, aggregating/formatting/filing of purchasing and acquisition documents for submission to the comptroller, DFAS, or other oversight entities, provided other filing and office administrative support as required.
  • Assist with the preparation, submission, and tracking of various service request tickets and maintain related records.
  • Assist with the distribution of mail, office supplies, paper, and the tracking and reporting on inventory levels to government sponsor for reordering.
  • Various filing activities related to area of responsibility.
  • Serve as liaison between Contract Support personnel and the N52 NMCI Directorate Liaison for all Information System issues.
  • Perform basic troubleshooting for NMCI logon, connectivity, Outlook email and other Microsoft Office applications, and other DoD programs and systems.
  • Assist the directorate Liaison with coordination of NMCI asset inventory management for Contract Support personnel.
  • Assist Contract Support personnel with NMCI helpdesk service tickets as needed.
  • Serve as liaison between Contract Support personnel and the N52 Telephone Control Officer (TCO).
  • Submit, track, and report Telephone Service Requests and helpdesk calls for Contract Support personnel to the Base Communications Office.
  • Gather, organize, and maintain data including, but not limited to, International Travel orders (ITO), student travel information, class rosters, training events, and classroom agendas.
  • Coordinate student travel, complete and submit student payment and travel vouchers.
  • Assist with classroom setup and takedown.
  • Create and build student binders containing class briefings, schedules, and pertinent student information.
  • Create student graduation certificates and build presentation binders.
  • Other duties as assigned.

Desired Qualifications

  • Current Active Secret Security Clearance or ability to obtain one.
  • 3-5 years of experience.
  • Bachelor’s Degree in a related field.
  • Prior experience with military/government contracting and procurement process.
  • Excellent written and verbal communication.
  • Proficient in Microsoft Office suite.
  • Self-starter that can work independently within program boundaries to accomplish tasks in a fast-paced, high stress environment.
  • Excellent time management skills.
  • Works well with a small team.
  • Pride of ownership for tasks with a focus on quality.
  • Observant and detail oriented.
  • The ability to perform light labor (moving furniture, setting up/taking down signage, lifting and moving objects/boxes less than 45 lbs).
  • Prior experience with management of Task Order projects
  • Prior software, IT, or other similar customer user management driven experience

  • Please note - this position is on site in Philadelphia but there may be a possibility of a hybrid work schedule (some days in office and some days telecommuting).
